>> dump them in the middle of nowhere and hope they turn out well A big part of the problem seems to be the opposite: Canada has dense cultural centers of specific immigrants, and not suprisingly new people from the same origins want to land there too. The challenge is this doesn't necessarily match with where people are needed the most. |
