As someone mentioned, this model is available in the beta version of iOS 26; it's also part of macOS 26, iPadOS 26 and visionOS 26. Anyone with a free developer account can install the developer betas; the public beta is expected next week. There's a WWDC video "Meet the Foundation Models Framework" [1].
