It's confusing but you can read it as (Rail Over) Bridge. Defining acronyms/initializations the first time they are used is best practice[1]; I hate the opposite of just throwing around acronyms that the reader may not be familiar with. Good writers refrain from unnecessary acronyms (I refer to plain language rules, or "plr").
