In context I wouldn't assume so. An opt-in experience assumes someone has provided proactive, affirmative consent. An opt-out experience assumes no such consent. By saying "opt-in by default," author is making the subtle point that positive, affirmative consent is assumed - not just that the features are literally on by default. |
