Do you mean that they stopped offering the legacy free tier and you had to upgrade to a paid plan? If that's the case, they reverted their decision and it was possible to go back to the free tier. They did it fairly quietly, for a very limited time, I guess to shut up people shouting about it on Twitter.

When I heard about it (about 6 weeks after that post), I applied to go back to free, but was told I was too late.
