This is nothing new. Most legislation is passed via trilogues, where EU institutions debate and negotiate laws behind closed doors with little to no public scrutiny. Once trilogue negotiations are completed, the law is quickly rubber-stamped within a few weeks leaving little time for the public to interfere.
