SCIM is on the roadmap for Keycloak. SCIM support is going to be implemented in the newer Red Hat build of Keycloak release (successor of RH-SSO), the current plan is to have an implementation with Red Hat build of Keycloak 26.4 scheduled for Q4/2025, however that is subject to change because of priorities.
