Google Web Designer is what Google created to 'replace' flash for ads, but it can also be used for other purposes. It has a WYSIWYG editor, timeline, events and scripting.bl But no Lottie support https://webdesigner.withgoogle.com/

Expressive Animator (paid, but not expensive and with free trial), made for SVG animations, can also export Lottie. https://expressive.app/expressive-animator/

And there is the open source Glaxnimate, which does support Lottie. https://glaxnimate.org/
