I don't know whether there has been any public news on this, but the whole GitHub of the U.S. Dept of Defense was marked as archived on May 7, and with it projects like ATAK-CIV.

ATAK-CIV was an extremely old copy of the source code that had not been updated in years.

It was never a live repo, TAK Product Center has always done the development elsewhere.
