Can the S.O. of the Admin send a dead certificate and get temporal access to assign a new Admin?

Can you make a new group and post a message on the old group to redirect everyone to the new group?

I'm not sure who we would send the death certificate to? I'm hoping someone from FB sees this and can advise. We've tried creating a new group and re-directing via a post in the old group, but we can't make that post sticky, and so far very few posts go to the new place, and people continue to post to the old place.
