I believe what's been happening for a number of years is that companies have gotten too averse to hiring the wrong person (someone they'll want to fire shortly after hiring) and too fixated on hiring the person who can "hit the ground running day 1". As a result, the number of candidates they consider a good fit for an opening tends towards zero. Meanwhile, there are people out there with skills, motivation, discipline, and experience ready to work, yet excluded from consideration for most jobs by any number of perfectly human and common imperfections.
