As a pure hypothetical what you propose is possible, but there’s actual crash data to look at so there’s no need to guess. Waymo’s crashes that I’ve looked at have just been fairly typical someone else is blatantly at fault no unusual behavior on Waymo’s part. So while it’s possible such a thing exists it’s not common enough to matter here. |
