I worked on the same block in NYC for 12 years. Not once was the street ever scaffolding free. Better yet, as described in the article, scaffolding would be up for years in front of buildings. So much so that you just got used to it and when it came down, the building facade and building itself that were uncovered were a pleasant surprise to see again.
