Temperatures inside a car can easily reach 140 °F (60 °C), in extreme conditions 80°C.

Even more reason not to have a chip that runs so hot it needs liquid cooling!
The point is that high ambient temperature reduces the amount of heat you can produce before you need heroic efforts at cooling.

That said, this does seem mildly absurd.
