This year about 55 solar parks of ~20MW each are supposed to join the network. I think 4 or 5 are operating already. The daily demand is of 3000MW with a deficit of 1500MW, so the whole country never has had electricity at the same time for the last few months.

Is capacity the issue in Cuba, or more the structure to distribute it?

There is no fuel. The power plants are also old and constantly breaking.
