Background:

1) The Republicans have enough votes to pass a budget... but they can't agree on one.

2) The Republicans in the House instead passed a continuing resolution (CR) to keep funding the government temporarily while they figure out a budget they can agree on, but also put some things in there like ceding some power of the purse to DOGE, tax cuts, et c.

3) All of this happened super last-minute.

4) For procedural reasons, the Republicans in the Senate need Democrats to help them bring the CR to a vote (they could pass an actual budget without them, if the House had passed one).

5) Some Senate Democrats are already hesitant about resisting even this CR with its multiple poison pills, so the Republicans could almost certainly get a fairly "clean" CR through with Democratic help if they brought one. Or they could pass an actual budget that they all agree on, and get that through without Democrats at all. Instead, this is what they've brought, and at last check enough Democrats weren't planning to help them that it's not going anywhere unless that changes.

6) Also, see again point #3, and plus the House went on recess right after passing this, LOL.
