I don’t think they are a partner in the strictest sense, they’re more a useful enemy. Keeping Russia in a certain position - weak enough that they’re not a real threat, strong enough that they can represented as one, means they can be used for domestic and foreign political ends. This view is the only thing that to me makes sense of what’s happening. |
