This has been a thing for quite a while. Thunderbolt is, in part, PCIe over serial (now USB C). There have been GPUs in external boxes, so it is undoubtedly possible, but I don't think they have many users. Edit: BlackMagic was what I was thinking of https://support.apple.com/en-gb/102103.
