The point is likely to bring attention to the lack of effective performance management processes within the public service. Departments who don't want to follow Musk's approach will need to develop or improve their own processes to better identify and remove underperformers. |

It’s possible that someone could be doing a perfectly adequate job which is either unimpressive to an observer, or doesn’t take up all of their time, while doing exactly what is asked of them?
