They invited him to the White House to finally sign the rare earth minerals agreement, which he had said he'd sign and then renegged two times prior[0]. This was the third attempt by the US to get it signed. During the meeting, he indicated that he would sign the agreement but then not agree to a cease fire, which was the whole point of putting it in place.
