In this case, DOGE confused 8M for 8B. That's 3 orders of magnitude of difference.

I don't see how having payments labeled differently would change that. Can you clarify what you're implying the problem was here?

DOGE didn't even confuse it - the system of record was wrong then updated later to a lower amount. These are exactly the kinds of problems with the system.
