From what I've seen, progressive discourse often reduces things to systemic factors, while conservative discourse often reduces things to individual choice. As I said elsewhere, in situations like this, it's quite easy to bring a reductionist or defeatist frame to the situation. It's a shame because it's not particularly useful.
