I've used https://www.ycombinator.com/cofounder-matching a few times and if I was going to try and build a better one it would:

1. Throw two people (at random) into a temporary 3 day trial and just go go go start building something together.

2. Force people to complete at least 3 of these before committing to a partner.

3. Have some nice standard co-founder legal paperwork that's just standard an no need for each team to work out their own custom deal.

4. Have an easy way to transfer out of team A and join team B with no hard feelings and making it a win-win for both teams.
