I like that this bill partially implements the second law of robotics:

"1) A robot may not injure a human being or, through inaction, allow a human being to come to harm.

2) A robot must obey the orders given it by human beings except where such orders would conflict with the First Law."

Pretty much all of the stories on the laws of robotics were about why the laws suck and don't work.
I think you deeply misunderstood the stories.
Your contention is that Asimov considered the 3 laws as good and effective ways to protect humanity?
You do realize that RFC3514 is still not widely implemented?

And that was just one bit on a packet — far different than complex constraints on the behavior of artificial intelligence…
