Please don't selectively quote in a misleading way. The full quote is:

In other words, that's the budget prior to the cuts. The immediately following sentence points out that the cut may be as deep as 66%:

In other words, that's the budget prior to the cuts. The immediately following sentence points out that the cut may be as deep as 66%:
