That's like asking "is there a building industry" just because every industry uses buildings. Every (well, most) industries use software; but the production of that software is itself an industry.

Is there a taxi industry?

There certainly used to be one in the past, but where I live now, each taxi fleet is owned by what used to be a "software company".
