Ironically, the only thing they really need for their own AI accelerators (eg Huawei Ascend 910 and its derivatives) to take off are our chip bans, especially if they last years. Right now NVIDIA stymies those efforts by being the "default", convenient choice for research. Needless to say, once the Chinese switch to their own stuff en masse, it's very much a one-way switch, since their domestic alternative would be both required for national security reasons, and probably also much cheaper per teraflop. The software will catch up in time - there's nothing impossible about that.
