It depends on the jurisdiction. In the EU, the European Court of Human Rights decided [0] that domains constitute a contractually acquired property or possession in the sense of article 17 of the EU Charter of Fundamental Rights [1]. So at least as long as you pay for the registration, your domain cannot easily be expropriated from you. However, it can for example be subject to garnishment.
