The cookie law does not demand websites display cookie banners. It requires users to explicitly opt-in to their data being collected for advertising purposes.
If your website is not user-hostile and only uses cookies for site functionality (log-in, remembering settings, cache…) then there is no need for the user to ever see or accept any banner/disclaimer. tl;dr
