Those would have been CTO decisions or at least recommendations as to the technical merits of the change, not the fault of the CEO. Now if the CEO made the change for other reasons (usually financial, such as customer subscription lock-in) despite the technical downsides (which should have been presented by the CTO), then yes, in that case the blame would primarily fall to the CEO. |
