Probably related to the obvious tax and employment law implications of the policy.

It sounds more like the company took legal advice that said "yeah, this is going to get you and your employees into trouble."

I thought so too, but the comments about this policy exceeding tax residency requirements leads me to believe there might be alternate root causes their People Team is unlikely or unwilling to discuss.
If they've had specific legal advice on the issue they wouldn't be able to talk about that, especially in public.
