The law is about what he is spending. If I go and pay for ads on my own initiative, he doesn't need to declare it just like Basescu didn't declare all the stuff NGOs paid for him back in the days. EDIT: I do find it impossible for him to spend 0 on it though. You have to travel from A to B (at the very least) |
