It's not, at least where I live (Portugal). For example, drinking and driving is a "contra-ordenação" up until 1.2g/L, where it becomes a crime. Same with many other things. Possession and consumption of illegal drugs was also decriminalized, but it's still illegal (just not a crime). Not all legal systems are the same. |
