Govt auctions certain exploitation rights, the rights go to the highest bidder which is presumably the one that can exploit the resource for the most value. VHF UHF frequencies were not auctioned, they were instead handed out to well-connected aristocracy, such as when Senator Edwin Johnson (D-Colorado) lobbied and got a band for Denver within 10 days [1] Are you saying patronage is superior to the free market ?
