Japan’s labor shortage (the reason for this effort) is the future of all countries, the US will simply get there later due to immigration affinity.

Also, Japan and its workers have a different relationship than the US and its workers. The situation is much more adversarial in the latter.

The need to protect jobs from automation is diminished when workers naturally have job security because there is no concept of surplus labor.
