I don't think you can blame a bot for a mentally unstable kid and neglectful parents.

The creators of the bot are responsible for the consequences of their actions. There are mentally unstable people (if that's true) and neglectful parents (again, if true - it's easy to duck responsibility by smearing the powerless victims), and if the bot is a threat to those people then the developers are doing wrong.
