This is a tough one. The country where I live spends a disproportionate amount of money on education (on a dollar amount per student relative to other spending criteria). The overall quality and standards have fallen through the floor with 4th graders being unable to read at, or even near, their level. This is probably an issue where more non-fiscal investment is needed. |
