I’m trying to find sites to compare energy costs for the average home across the world but coming up short.

I pay £230/month in Scotland (it’s colder up here so we will pay more to heat homes than people in e.g England).

That includes all electricity (including 8k miles/year EV charging) and all (gas) heating. Is that expensive compared to Europe?

You need to use a common measurement so price per kilowatt. Actual heating costs are highly variable on climate, volume insulation and methods of heating
I already know the price per kWh, but even that isn’t common as you have standing charges.

I just want to get a feel for out-of-pocket energy costs.
