This reads like way before 2011. Just the mention of phone books puts the time frame into the late 90s early 2000s. I haven’t seen a phone book for at least 20 years.
I grew up in a poor "rural" area (it was a 5 min drive to a 300k pop. city). Most technology is about 10-15 years behind "the times" when you leave the city. Most people I knew didn't have cellphones until ~2007-08. Home broadband was an extravagance until ~2009 when landline DSL prices came down enough.
