The difference is that one is a town and the other isn't. A town has barely any people. Just because you can leave your stuff at home does not make the country a high-trust country. Among countries US is a low-trust country.

I encourage you to travel a bit and escape the echo chamber of Douglas Murray books and other western culture supremacists. Stop reading and start seeing. You will be shocked to find at least 100 high-trust cultures and will understand why your standards were that low.
