Looks like I can reproduce this - although interestingly, it doesn't create a ScreenClippingHost.exe process, but rather one for a game I was playing earlier, which I already had a zombie process for, along with 2 ScreenClippingHost processes.
My money is on interaction with some intrusive tech, like AV software or GPU drivers (or rather, the tools they ship with).

A little bit OT, but: AV is "intrusive" often because the OS lacks proper APIs that would allow AV to be not intrusive.

I'm always confused by the fact that people rather rant about AVs trying to overcome limitations of OS instead of ranting about the OS that is so behind that doesn't include proper APIs for software that is established as needed for the past 40 years.
