Have you looked at DataSpell? I haven't used it myself but it looks like it fits at least some of what you need.

I pay for Jet Brains IDEs but I still use DBeaver over DataGrip. I haven't played around with DataSpell, but does not bode well. Their strength seems to be in programming environments more so than data management tools.
