because people don’t disclose when they’re acting nefariously, and there are no automated systems monitoring that, so you’ve got an uphill battle to prove that it even exists as a problem let alone that someone did it intentionally, etc. in short: because
of the presumption of good faith and innocence on the part of the ticketing authority (and especially their agents, once it’s inevitably privatized etc) |
