They are enrolled in the United States PRISM program which is a known component of the FIVE-EYES international surveillance network. The UK is one of the longest-standing members of the FIVE-EYES network, and a direct consumer of Apple-provided surveillance information.

My bad, I done my research and seen that after Jobs passed away, Apple quickly became part of this Prism program.

So with this new knowledge, yes it’s likely just a strategy to keep people thinking that Apple cares about privacy so to keep using their devices maybe?
