they did close it down, numerous times actually, this is probably the 10th iteration of it (that i know of), the most popular fork gave up on development 2 years ago: https://gizmodo.com/rip-popcorn-time-1848307032

at this point I would call this project zombified, I imagine that each new dev (or group of devs) keep degrading the code quality and experience on each new iteration..
