If you're in the US, I don't think you need to pull a permit if it's not on your house. So you could build a small installation in your backyard and hook it up without too much trouble. For something like this, a worst case scenario is an electrical fire during a drought or a kid gets electrocuted. If you do the work yourself, you're likely on the hook if something goes wrong, even if it's due to a faulty part and you have an umbrella policy that covers liability.
