"to be done" is doing a great deal of work in "The amount of work to be done..." There's no fixed definition of how much work needs to be done. Different people may have different interests and standards that lead them to prefer that more, less and/or different work is carried out. The amount of work to be done can certainly be bounded for some people in some situations. |
