It's not exactly irrational though. Swinging back to car rental companies, they will overbook their vehicle fleets in order to maximize the amount of time that they're out generating revenue. Even if you prepay a reservation, it's no guarantee you will get a car. It gets awful stressful awful quick when you have to deal with availability uncertainty and other things depend on it. |
