Reputable agents and outsourcing firms offer exactly this service: already vetted candidates who can bypass interviews. That works because the agency or outsourcing firm can bear contractual responsibility for performance. Recruiters and online job boards don't have any skin in the game, and therefore don't deserve any trust.
