If you have pull request templates, add a checklist item: "Update documentation". Reviewers should check the docs and review it as part of pull requests. Don't aim for perfect, aim for good enough and updated. Keep it high level, code is the low level documentation. Encourage devs to write more details in documentation instead of pull requests and link the docs instead. How do you get people to be diligent is whole other story... |
